Confucius Institutes and Chinese Soft Power : How Cultural and Educational Exchanges Strengthen Closer Ties between Algeria and China ?

In an international context characterized by the deepening of cultural, educational, and diplomatic relations, China is attaching growing importance to soft power, understood as a state's ability to exert influence through the prestige and attractiveness of its culture, values, educational system, and international image, rather than through coercion. Within this strategy, Confucius Institutes occupy a distinctive position. Established in numerous countries around the world, they serve as platforms dedicated to the teaching of the Chinese language, the exploration of Chinese civilization, and the development of academic and cultural cooperation. In this way, they contribute to building mutual understanding and can promote closer relations between peoples.

In the case of Algeria, Sino-Algerian relations have experienced considerable momentum over the past several years, encompassing the economic, diplomatic, educational, and cultural spheres. This cooperation is gradually extending beyond a strictly institutional framework to directly involve universities, students, teachers, and cultural stakeholders. The establishment of Confucius Institutes in Algeria fully reflects this dynamic by opening up new opportunities for learning the Chinese language, academic mobility, scientific cooperation, and cultural outreach. These institutions may also contribute to enhancing knowledge and understanding of China among Algerian youth and to fostering lasting connections between the two societies.

This contribution aims to examine how cultural and educational exchanges, particularly through Confucius Institutes, contribute to strengthening ties between Algeria and China. It seeks to move beyond an approach limited to language instruction in order to examine their role in cultural transmission, intercultural dialogue, academic cooperation, and the development of a favorable image of China among younger generations. The study will also seek to determine the extent to which these institutions can serve as instruments of Chinese soft power while simultaneously contributing to the establishment of a relationship based on exchange, mutual understanding, and cooperation.

To what extent do Confucius Institutes, together with the cultural and educational exchanges associated with them, contribute to the projection of Chinese soft power and to the strengthening of cultural, academic, and interpersonal ties between Algeria and China?

This research adopts a qualitative, descriptive, and analytical approach, primarily based on documentary research. It will draw upon a corpus of scholarly works addressing soft power, cultural diplomacy, and Confucius Institutes, supplemented by an examination of institutional sources relating to Sino-Algerian cooperation in the educational and cultural spheres. Particular attention will be paid to language-teaching programs, cultural events, academic exchanges, and initiatives promoting student and faculty mobility. The analysis will seek to highlight the mechanisms through which language, culture, and education become instruments for fostering closer relations between the two nations. A critical perspective will also be adopted in order to assess both the opportunities offered by this cooperation and the limitations inherent in a cultural policy used as an instrument of international influence.
